The sluggish fans in Delhi's National Gallery of Modern Art bear the brand name Diplomat. Out on the streets the scorching heat, pollution and noise all conspire to numb the unwitting visitor. Once collapsed, upright, in the back of a 1950s-model Ambassador cab, one's mind safely recalls the comparative ease of 'back home' . . . orderly queues, public telephones, and a National Gallery where cloaked items…
